Short description
Provide basic notification settings for single issues, not only for the entire issue tracker.
Expected behaviour
One can configure notifications for single issues, like 'Notify on change of state', 'Notify on comment', etc.
Actual result
One can only configure notifications for the entire issue tracker.

Implemented in revision #706.
Affected users are now always notified about issue changes. This is not in the scope of the notification module.
