Comments are already mandatory for each state change.
The only case where no comment is appended, is the "Take responsibility" action. There is no infrastructure yet for creating a meaningful comments (including possible translation, etc.). This may be resolved when automatic comments are required to be integrated in the system, like for the VCS integration.
