This is not necessarily true. The issue still might require documentation or feedback, if the implementation is like intended by the original bug reporter.
The current issue tracker does not try to provide any automatic workflows or constraints on bug types / states. Configurable workflows will be part in a later stage and won't be implemented before this is discussed to further extend.
A simple "Close" workflow in the curertn tracker, which just offers a selection of the resolution and a comment, which automatically closes the issue can be implemented, though. Will add this as issue #23.

This may already be implemented as a "Close issue" shortcut, which closes the issue and offers selection of resolution and comment. Will add issue #23 for this.
