Short description
For users no familiar with common web hosting environments and / or PHP a simple installer should be provided for arbit. The installer should at least do:

Check for PHP and extension dependencies

Check for proper access rights
-
Create static files
-
Check for proper webserver configuration
-
Check for access / configuration of database(s)
It may also configure an initial project, but that may be left to config file editing by the user.
A design document for the installer may be created and discussed inside the wiki.
