I'm willing to help on this but how did you think of implementing it, UX wise? Here are ideas, by order of preference (DESC).
A dropdown above the Create button of the issue, remembering the last user choice
Setting in the user panel
The page after reporting shows three options clearly
Three different "Add issue and *" buttons

I'd prefer the dropdown option as well.

I think the dropdown can work but thinking about it again, since we display a confirmation message that the issue was created, imo the confirmation should contain a link to the new issue, so you can still open it easily from there.
The other two options, issue list and new issue, are covered by the left-hand menu already so I wouldn't bother with those too much.

I added a link to the confirmation message (rev. 1643) and then I tried the dropdown thing in the "new issue" dialog, it was really awful, unusable and confusing.
Therefore I opted for the user setting (rev. 1644), you just set what you like and arbit always does that, I think it's much better and doesn't get in the way.
